Union council issued marriage certificate can be attested from uae embassy but before it need to be attested from (union council & mofa).

 Supporting Documents for Nikah Nama Attestation: 

1: ID Card   of Both Husband & Wife (Copy)
2: Passport of Both Husband & Wife (Copy)
3: Make sure wife ID Card & Passport should be on Husband's Name.
